Capping Off Toilet Waste Pipe

If the floor flange for the toilet is set in concrete the job will be a lot more difficult than if it s on the second floor for example and the flooring can be removed to permanently close off the pipe.

Turn off the feed valve drain the water from the tank unhook the feed line and remove the anchoring bolts with a wrench. Push the pipe cap onto the pipe until its edge reaches the depth mark. This will involve removing a portion of the surrounding concrete removing the floor flange which may have to be cut out and then the capping the pipe.
